TOWN OF PRINCETON
BOARD/COMMITTEE: PRINCETON CONSERVATION COMMISSION MINUTES
DATE: June 19, 2018       TIME: 7:00            LOCATION: Town Hall Annex
Attendance: Chairman Brian Keevan, Ron Thompson, John Vierra, Barbara Laughlin, Rachael Catlow, and Susan Mitchell
Brian Keevan called the meeting to order at 7:02 PM.
Votes taken in the following actions are “all in favor” unless noted otherwise.
Public Hearings:
Item 1:  A public hearing was opened at 7:02 PM for a newly-created Lot 1 on Brooks Station Rd (Dep File# 267-0411) for the construction of a driveway within the buffer zone of a BVW.  A site visit was held on June 18, 2018.  In attendance were Commissioners Brian, Susan, Ron and Barbara.  During the site walk, field conditions did not indicate that a jurisdictional wetland might be present on the newly-created lot; therefore, there could be no associated buffer zone.  The Commission requested additional information and this public hearing will be continued.  
Item 2:  A public hearing was continued at 7:46 PM on NOI filed post-facto for commercial pavement work in the BVW buffer zone at 23 Hubbardston Road in Princeton (Map 12A, Lot 30, Manero Realty Trust/Nabil Roufail).  DEP File# 267-0409 was issued for this NOI.  Alpha Omega is the engineering company for the property owner and the Commission reviewed plans and documents dated June 1, 2018 for an infiltration trench.  The Commission approved an Order of Conditions at 8:27 PM with several Special Conditions.  
OTHER BUSINESS:
Item 1:  The Commission discussed the Snow Pond Dam June 11, 2018 pre-construction meeting with the property owner, Alan Hawthorn (Tree Cutting Rep) and Sean Conway (Site Construction Supervisor) and Commissioners Rachel and Brian.
Item 2:  The Commission received an updated As-Built Plan to be used for a site inspection to issue a Certificate of Compliance for Route 140 (East Princeton F.D. to Fitchburg Road) project.  A site re-inspection will be scheduled.
Item 3:  Updated files incorporated to existing maps for the Calamint Hill Conservation Area.  Maps will be printed once the data set is finalized.
Item 4:  The Town Pound tree clearing work is postponed until a contractor is signed on.
Commission Other Business, Mail, Procedures, etc.:
The Commission discussed a possible enforcement action for a property located off of Green Street (Lot 3) where the property owner is removing trees within the buffer zone without a permit.  Commissioner Brian spoke with Miguel Gonzales, the property owner, and had a site visit to inspect current site conditions which include expanding their current lawn area and removed woody vegetation growing in the buffer zone.  The Commissioners approved an enforcement action with a site visit to inspect the nature and extent of work performed within the buffer zone.
Discussed the need for a Warrant Article at the next Annual Town Meeting to request bids/proposals to lease the 4 Corners Property.  
The Commission discussed possible earth removal activities being conducted at 143 Calamint Hill Road N.  The Commission will request access to conduct a site walk to view the work area in relation to jurisdictional areas that might be present.

The Commission approved the May 22, 2018 meeting minutes with minor changes.
The next PCC meeting is scheduled for July 17, 2018.
